Is web development programming at all?

Some people are saying that web development languages are markdown languages while some web developers are referring themselves as programmers. Let’s have a debate on the situation.

HTML and CSS are not programming languages, but JavaScript is. If those developers work with JS, they can call themselves programmers, in my opinion.

Javascript is a programming language and is part of front end web development. Therefore even front end web developers can call themselves programmers as well.
