Why should we read html before CSS?

CSS is providing style to the HTML elements. If you don't know HTML first, you will find it difficult at times that why such CSS rules are applied to such HTML element only?

It is like learning chapter 1 first and then chapter 2 as chapter 2 depends on knowledge of chapter 1. :)
