Of course you can. Not having laptops will never be an excuse to start coding. You have wonderful platforms such as SoloLearn, YouTube,google which allows you to write and run your program even in your android device. Actually I also use android phone redmi 10 prime.... To be precise, just start coding no matter what device you're having. :)
