Question

Since it's the beginning of my journey of being a learner.
I don't have laptop and computer to start developing an HTML and CSS website.
I'm a Grade 11 student, couldn't afford those devices...

Programming on a phone is not ideal but if you have nothing else, then that's how it's going to be.

Maybe you can find a used keyboard somewhere for cheap which you can plug into your phone. Android supports that pretty well.

You can make small scripts here in the code playground and even larger projects using websites like codesandbox.

I think if you have mobile please practice in mobile you can download ide app from playstore in mobile to practice languages, but you can practice in sololearn
But after you have laptop you can implement your skills in that and make web pages or you can go to cybercafe and pay to make web pages.

You can start with python(programming language) or html,css,Javascript(web development).easy to learn
