In what language should in start learning DSA ? if i start to learn in c will it be helpful? As i do not know python fully ( i am learing)

No it's not.... Python is specially made for handling data structures and analysis.... It has dedicated many libraries for this purpose like numpy, pandas etc....
According to me, there can be no language better than python in this field...
