With strictly only html you could only do very basic static pages ^^...

Assuming you're meaning "with only html and css" conversely to "with html/css ans svg or js", you would use css animations features (animation-family properties and @keyframes rules), applied at each letter (embeded in <span> element for example, as css could only target elements but not text content) if you want to animate them independently ;)
