Does this code work for you - if no what's the problem?

Question

I let my mom try this code, and she signed in to it and it said ' There are your CSS loaders ' in red text and didn't even show the CSS loaders.
But then I tried It and It didn't work the first time. After that, It worked all the time I tried It: 'There are your CSS loaders' In green Text, and It showed the CSS loaders.

If you think It' not working the way its supposed to, let me know what the problem is ---
