Tumblr is a pretty good place to build a free website. You can use their built in Notepad (HTML editor) to customize your site.

Yeah I thought the same about Tumblr as well. It is really a blogging site. When you are on Tumblr via PC, you can then edit the appearance of your blog. It will then give you an option to edit the page using HTML, CSS, and JavaScript. A simple Google search of "Tumblr HTML edit" will lead you to what you're looking for.

In terms of Publishing, you need a domain, I just recommend Tumblr because it's free and quite popular. So you can get your name out.

You would need to purchase one, GoDaddy and HostGator are sites where you can buy one.

How much would a domain cost? Does google sell domains and is it posible to just create one yourself?

I believe Google does sell domains, but I'm unsure if your website be a '.google.com' site. I recommend buying one from a reputable company so that your site will be safe. Also the prices of domains vary, you have to renew it every year. So that could be like $10 a year.
