Well, in almost always cases is best to do iOS apps in swift, but for the rest of OS, Java. Now, if you're pointing also at game platforms, definitely C++.

Well the short answer is Java, because when java is compiled its converted to something called "Byte code" which can work on any OS, also you can make Android apps, Web apps which is called Applets and many more. one of the disadvantages is that its very slow compared to C,C++.. etc.
