Very basically, in HTML, the elements you use such as <div> represent an array of JavaScript code that define said element. The browsers themselves don't necessarily run on HTML, but JavaScript (for the most part). A markup language is just a language that is used to point out certain pre-defined functions and/or classes in a programming language, primarily in HTML.
