Best OS for developers

Hi there!
What is the best Operating System for developers? Some people say Ubuntu (or Linux based) is more convenient for programming than Windows. Is that true? If it's true let me know what the reasons are.

lets say, you want make windows app. how do you create windows app if you dont have windows??? you need to test your app before publish it right...

You mean the OS has to be chosen according to the program we develop. Am I correct? What about the cross platform softwares then? And also is that the only thing we have to consider in that case?

but it's up to you, what os suit you to create those program.
and about cross platform, you need different compiler for each os target.
