Moving text?

Question

How do you animate text? I was thinking about making an IF by hand vs using an "engine" so I can boost my web design skills. What I want to know is how do you make animated text? I was thinking about making the text shake a little to show that the player is losing a grip on reality. Or that a character is murderous or deranged. You know, the spice of life.
