First make an application of some kind, be it Web, console (commands), desktop, etc ... In which we manage databases and the technologies that we want to study. What this application is going to do is generate multiple selection questions about our topics (we can look for the questions or do them ourselves), and in the end the application will tell us how many questions are good and bad
