Please don't create a new thread each time. The charset is the character encoding. If the indicated charset is not the one used in the page (or if none is indicated and the default charset is not the one used here), the characters of the page will be displayed incorrectly. In html5, the default charset is UTF-8, which contains characters from about all the languages of the world.
