hacking is exploiting, programming is building. both can be used for good or evil, but in a meta sense, if you had ambitious goals, programming would be better I argue. with hacking you have to rely on existing systems and exploit them. if a system or exploit doesn't exist for a goal you want to do, then you're stuck. otherwise, you can just build what you need with programming. however hacking is probably better for the individual rather than programming. Google is a powerful programming corporation, an example of what you can create, however your control can be limited and your rise to power uncertain. hacking meanwhile can and has made individuals more powerful quicker than with programming alone. you can still do alot, just not as much.

A mix of them. If you separate hacking from programming, you might come up with unsecured codes. Hence, with hacking you would be concerned with the security. Hacking without programming is just a poor topic.

To all of you who are saying "Hacking is just finding bugs using tools." People think Exploiting Bugs = Hacking. "Exploiting" bugs is not what Ethical Hackers do. Yes, there are people who exploit bugs for their own benefits (Black Hats) but that's a whole other community of Hacking. Hackers are also expected to FIX the bug or atleast come up with a way to fix it rather just find it. A hacker who knows programming is considered MUCH more efficient than the one who doesn't. And about the "tools" stuff... Yes there are some tools like Wireshark which are widely used by hackers but that doesn't mean hackers are all about tools. There's a lot more to it.

There is nothing as good as programming. Hacking? Seriously? Hacking is nothing but finding a bug in the system and utilizing that bug to address Hacker's desire. Not only that you need a lot of tools to hack into something. Without programming no one can be great at Hacking. "Hacking" just a county. On the contrary, "Programming" is the whole world.
