in SQL standard there are 3 triggers. (INSERT, UPDATE, DELETE). All triggers can fire before or after changing the database.
in special software like oracle, microsoft sql server etc there is additional an INSTEAD-OF trigger (not in the sql standard implemented) which fires instead of the insert for example. so it is possible to prevent changing database with the INSTEAD-OF trigger
