I've never seen such syntax !<, can you specify the programming language

Nick, I knew it. But today I found a comment in PHP (lesson 14.1, question 1/2) ❝This symbol ( != ) has the same meaning as this one (<>) which corresponds not equal to.opreator. (<) less than (!<) not less than (==) equal to ❞ – CHUN
