How about using your favorite ide and add a code snippet? At least it will save annoying typing.
I can remember that you can drag and drop css to your html in Netbeans. Should add the link... It wasn't working last time I used nb, but you could give it a try.

I don't know about any ide or an editor but some preprocessors like hamel or jade probably would work. or you could create a text file and save what you want and use this as your template. those preprocessor I mention is like shorthand for coding but there's nothing like coding it from scratch...lol

Brackets is the best you could get(an open-source text editor from adobe) .. Or use webstorm(u have everything in it, but it is paid).... Create a project and you will have what you asked for 😊

This app's coding interface, anWriter, Dcoder. These are all apps with simple interfaces. the SoloLearn and Dcoder are the best. on PC there's Notepad, Notepad++, Sublime Text 3. You can use pretty much any normal text program by using the src="File:\\\Location" or u can simply put all the files in one folder and just link to them by the name. If I have a css file called style.css, i'd link to it after putting both html and style.css in a folder by src="style.css"
