It is the calculated percentage by the sololearn comparing number of peoples and your rank..

It calculates how many xp you have earned within a time unit and compares with all other members, can be filtered to your followers and to members from your country.

0.04% means that you have earned more xp within a time unit than 99.96% of the other members.
