If you want to make a very simple one, it’s just possible with Html, Css and Js. But if your goal is to be a 'Full Stack Javascript Developer' (Frontend + Backend) then you mave have been interested to learn those frameworks to make your life easy :))

Nope.Not really.You can still make a nice website with only languages like html,css,javascript or php but it doesn't hurt to learn and explore more things.
