How to program the density based traffic control and priority based traffic signal

we are using the Arduino and IR sensor and for priority 4 Chennl RF Tx and Rx please guide me

which arduino model? which ir sensor? wich 4 channel rf module? where can we find the schematics? what have you done so far? why is there "python" in the keywords? as far as i know the arduino does not support python.
