Can python be used in place of java and swift for android and iOS apps and games development?

If possible, which IDE/compiler would you recommend?

Yes it can, but not recommended at all. If there is one field python is the worst choice in, it is mobile dev. You can use scripts for back-end, but Java/Swift are number 1 priority when maling mobile apps.
