Pixels

I understand how <svg> works but I see people designing things like the American flag or any cool art-design, in order to do that you have to know exactly what pixels to enter, so my question is: is there some kind of technique to that or do you just have to know the pixels exactly inside out?

Pixels are not the only thing used. In fact, you can also use percentages, and points. For me I prefer to use SVG points in my drawings, as it is very accurate. However this method does not make device scaling possible, so whatever size you make it, it will always stay that way.
