First those are moderators. Now this moderators are not to moderate community members rather they are the moderators for certified testers. As you can see they all have the certified tester badge.

In the broadest sense, this is a platform-related question, so I doubt a mod would touch it ^^
And yes, these are testing accounts as the certified tester badge implies.

I have also seen some testers without the certified tester badge. But as they were from Armenia, I assumed that they are SL staff.
