What should I focus more on web development or learning more languages like ( Rust, Ruby on rails, perl, swift, MATLAB)

I'm familiar with HTML, CSS,JAVASCRIPT,JQUERY,BOOTSTRAP also some languages like java(till advanced), c, c++, python.
I've not worked on any projects yet, planning on it.

Depends on what you'd like to do. There are many languages worth to learn but you need to use them eventually otherwise learning them is a waste of time. So depending on what you'd like to do you should choose a language :)
