Is it a beginners thing to always doubt one's self about understanding a code/language?

This question is low key off point but i really want to know. I mean, when do you feel confident in oneself?

Dave Joe, confidence is only came when you practice a lot in the field you involved. To become confident in coding you just need to choose an path towards your goal as you tagged html and css it seems you want to become an web developer so to build your confidence in web development first try to practice on html and css then try some framework of css and css 3 by adding animation effect and practice on concepts by making different templates and mini projects then move towards bootstrap and practice on that by making some web pages. Then learn php MySQL and javascript for server side scripting language and adding the concept learn in those languages to your projects. Once you made an project by learning above skills then try on different projects by this way making new project regularly your confidence will boost and you become more skill full in developing new projects then try to include some new things like hosting your database at any cloud platform and making your website live at internet.

Doubting is not necessarily a bad thing. It tells you that there is some gap in your knowledge which prompts you to cover your blind spots. The only way to remove doubt is to master the concept through understanding and practicing.

It is fear to doubt one's self about understanding a code / language not a beginner thing. All you have to do is barnish fear, make up your mind to learn, train your mind to learn by focusing and help your mind to understand by practising. We feel confident in ourself the moment we start. We are confident because we know since we have started we will finish and be way better than when we started. Believing is Confidence.
