HTML is the skeleton of the web page and CSS its decoration. They are interconnected. First you do the HTML markup, and then you align and decorate with CSS.

you need both. in html you will build the main building blocks of your page. in css you will make the style of your page, so if you want to make a good looking page, you will need both. you also should learn javascript, which will “bring your page to life”, but its not nescessary.

Html will be easier to learn, I would suggest learning that first, and then learn css to put on finishing touches like color. JS is also helpful for coding websites and can be used for making animations.
