There are various tutorials about how to create a blog/website from scratch, it'd take too much time and a while essay to type in here.
However, creating a website takes time, effort and passion. Learn HTML, CSS, and a bit of Javascript then create simple, little and funny projects (I say funny because having fun and enjoying the whole moment and process of creating something makes the whole thing very enjoyable).
Apply your skills and what you learnt so far and never stop learning!
On topic again: check over youtube tuts and on google because it's full of tutorials and NEVER COPY/PASTE THE CODE ITSELF, you won't learn a thing.
