Custom HTML Elements Positioning?

I am well aware of the available navigation, header, footer, article, etc. positioning in html, but I was wondering if there is a way to custom position elements. This could even include responsive JS, or a way to position elements by their coordinates on the screen. If not, would people be interested in this?
