Electron and Angular are great choice for front end, but SQL alone cannot be used as the backend, SQL can only communicate with the database you will need a server side language to complete it. Php, NodeJS, Python, Ruby, C#, Java are all possible options, the easiest I think will be NodeJS because your knowledge of JS will be a great advantage.
