There's no specific HTML editor, you can basically use any text editor, Notepad+, Atom and so on...

Really comes down to personal preference. I personally like notepad++ because im comfterable with it. See what you like :)

there is program named dreamweaver to write, edit and design html and others like css and javascript. it is well known and easy to design simple and interactive html web by using there tools and can be edited after.... hope this will help u... but for me it is not a good program to those who dont have prqctice on that because some features and designs are difficult to manage... better if someone manually write program and run as per his or her requirements
