Is there any AI model that works completely offline, has fast speed, supports voice chat for improving speaking skills in English?

Why don't you program one? I'm pretty sure that I've seen a course on freecodecamp to make your own A.I.

Most of the professional ones want something in return for their use, it costs them money, and the companies want their employees to have something to eat, so I guess that's why they are normally online... if they're free to use.
