Some mean or inappropriate comments get downvotes. Who gives them??

Good question, since there is no downvote button any more. That button was removed long time ago.

You can only undo your own up vote. As Jan said, there is no downvote option.

If you are concerned about inappropriate comments then you should report them to Sololearn accordingly.
