ATTENDANCE MONITORING SYSTEM IN C# WITH SMS ALERTS

Question

I want to develop a biometric teacher attendance monitoring or management system in C# with SMS alerts. My programme should be able to:
1. Take teacher's attendance
2. Monitor attendance over a week and print a report which should be sent to the teacher via sms
3. Deploy a database to keep track of records over a period of weeks months or even years
4. communicate with a payroll system (not really necessary but can be an addon)

I need some ideas and assistance.
