Is it possible that Ruby can be embedded in HTML

I want to know that is it possible that we can embedd a Ruby file in html instead of Javascript

Yes it is. It's called ERB. Embedded ruby.

index.html.erb

You could maybe do that with other languages too I'm not sure.
index.js.erb or index.php.erb. Let me know.
