I think MASM is the most well known ASM compiler for Windows.

But if you don't know any programming languages yet I'd suggest you learning C first since it's a lower level language which you'd need for an ATM or other machines.

But actually I think I was wrong ATMs since there are some premade operating systems on ATMs so you can program with languages such as JAVA, C++ for an ATM.

If you wanna learn assembly there are tools for Windows which can compile that but it's generally easier to write ASM on Linux, e. g. on a Raspberry Pi.

I can't really imagine HTML being helpful in this case :/ since you wanna program machines that are offline devices. But learning never harms so keep it up.
