Yes you can. If someone wants a basic static webpage with no web interaction. Then it is possible. However I wouldn't do freelance for practice. You usually practice before getting a freelance job. Because its so different once the client start asking for many things then in the middle of the contract you realize that you don't know enough to complete the task. You end up wasting the clients time and your time.

Let me rephrase this: You didn't even finish the basics and want somebody to pay you for trying to build their desired product. I feel sorry for the client who falls for this...

First practice and build things yourself, make portfolio, than with portfolio you can try to get job. With just html and css you can make static webpages, where you can just show some text, images.... For some websites this is just enought, but most websites now use much more than html and css. So if user ask you in middle of project to add navigation manu icon for mobile website, but keep normal navigation for desktop, you wont know how to do that, because you need javascipt to make navigation items show when user click at icon. So if you apply for job make sure you are qualified for this job. Some clients will expect from you to also host site and to do basic SEO, did you ever done this? If not you have to learn more.

Ethan Lee Ryder it would be rude to lie to him. Especially when it comes to paid work, you have to be able to deal with unpleasant statements.

I suppose youā€™re not wrong. Fair point. I have no room to talk because im in a chatroom of a field I do not fully understand yet, but I felt his questions dumb or not could have had a warmer welcome šŸ˜‚
