How can one build an Ai app

I am a 14 year old just started this program and I wand to know if I could learn how to build an Ai app for my country but I don’t know the tools I need.

And yeah, what a coincidence, I'm not making an AI Model but I'm presently working on my AI website where you can talk to it, using Llama 3.1 (it's an AI Model by Meta)
