how do you mean, "track a device"?

do you have an IP that you want to find the physical location of the computer?
or do you want to follow someone as they browse the internet?
or something different?

you can look up the owner of the ip block by doing an 'IP Whois' and then the police would get in contact with the ISP and customer information.

without having access to the ISPs customer records, you could only narrow it down to a city at best
