How can i setup properly a challenge and moderate it on SoloLearn?

Question

I think (please correct me) that it's done by creating a question regarding the challenge, say a little something on Java, and on the message of the question the actual criteria for the challenge is provided, but how exactly is a winner determined?, I'm assuming that solo Solo learn must be involved, please explain how can i make this happen.
