Create a weapon?

Question

In the screen shown after every completed challenge, there is a place where it's written
Get an exclusive badge by creating new weapons and challenges
My question is, how is a new weapon created? Is it possible for anybody to create new weapons?

You can only create questions for weapons. You can't actually create new weapons.
(In case you didn't know, you can create new questions via the Quiz Factory in the SoloLearn menu.)

It is also telling you it is in the quiz factory. I think it is only challenges you can make
