I believe you're talking about an IDE. For myself, I use either WebMatrix 3 or Brackets. WebMatrix 3 has more features and allows you to run a development server locally so you can test it from your local machine before putting it onto your production server. Brackets is more lightweight, and I find to be a great IDE also when I don't need those extra features.
