How do you make a saved web page file an actual domain on the web?

I'm making a site and I want to put it on the web when it's done, however it's saved and I don't know how to make it an actual website on the Internet that anyone can access when they have WiFi

you can upload file either using it's file manager or FTP.

Yeah, but how do you actually transfer the file into the website? Or something like that anyways
