It depends, if the code is opensource, yes you can ! Else, no.

Well that's simple answer, Volts. But following your thinking there is more to licenses than simple yes/no (so read license details to be sure). I understand however that question is more about equivalent of citing in academia. At what point is it plagiarism, if you do what Stanley describes. Personally when i see some good piece of code i will post some sort of reference in readme file. Both to pay tribute as well as to give some direction to people using my code/learning etc. So when You copy select * from, then you're ok ;)
