Can we use python to create android games?

yes, you can use kivy or sl4a python's libraries to create games and applications on Android, but better use sl4a , becouse its easy, kivy is harder for you. You also can find lessons about those libraries on youtube.
(Pygame only works on PC platforms)

You can. Java and Kotlin are used more for Android Development though. You can use Pygame to create a game, I think.
