How to designe a Challenge?

Hey community... this question goes out to the people who got one or more challenges approved:
what exactly are your methods of creating a challenge and how do you get it past the moderators :/ i would realy like to expand the material on solo learn but so far every challenge i suggested got declined !

Sorry, I've had 3 challenges rejected. The reason was many similar questions they said.

when it is rejected they tell the reason.

@malkon nop at some challenges it says declined by moderators... no reason ... some got as reason that there are too many alike although there is not, cause i challenged a lot and i never saw something like those...
