Can Attributes be used as seperate tags?

I see this when completing challenges. I think the question was "What is the name of the tag that is used when to display alternative text in case the browser fails to load the image?" and the place to fill in the answer was surrounded by angle brackets, like so: <alt> I'm used to <img src="Image.jpg" alt="Alternate text"> If this is possible, would it be wiser to use this as a separate tag or include it as an attribute?

I noticed the same, as far as i know... it is not possible and the question was absolutely wrong, the attributes cannot be specified as tags! Feel free to report that quiz after the challenge is finished.

I also noticed that, although, if my memory serves me well, I think in the question it does specify it to be an attribute, but in the answer section it is put in angle brackets, indicating a tag, which is totally wrong. Imagine how mistakes like these might confuse newbies...
