Think like a Markup language is like MS Word. You do change fonts, colors, sizes of a text with the toolset of MS Word. Same idea leads the markup languages, but you do same tasks with commands(markups). And speaking of programming languages...like what it means, they are programming languages. They are bunch of keywords, functions and specialities to build programs(OS, Financial Monitoring, Windows App, Skype, etc.)

A markup language is for storing data hierarchically. A programming language is for making programs.
