The head tag is for invisible elements, such as meta tags, link tags, scripts, etc. The header tag is an html5 that behaves like div, but is used to capsule the element that conform the head of the page, like menus, probably q logo or something

The head tag is used for linking stylesheets (CSS documents), PHP documents and the title of the website. Any text is not meant to be in this tag because it won't be displayed. Whereas, the header tag is used for the top visible head of the website. You can insert anything (from text to images) there. TL;DR: The Head tag is used to refer to other docs and is invisible, while the header tag can be used for anything and is visible.
