How are static html pages produced?

I want to create different webpages using HTML and I want the HTML to be static on each page instead of having to copy the head and footer codes all over.

If you want something more advanced for Single Page Web Application you should definitely take a look at AngularJS or ReactJS.

For example ng-view in AngularJS is very nice.
